As part of the implementation of the Project ‘Promoting VET in computer, electrical/electronic and mechanical engineering to reduce skills mismatch – ProCEM’ (2021-2-HR01-KA210-VET-000050927), funded within the ERASMUS + programme, the representatives of ÖSB Consulting, Vienna, the partner in the Project, visited Karlovac and its hosting partners – AEI Praxis, Technical School Karlovac and Croatian Employment Service – Regional Office Karlovac.
The aim of this visit of our Austrian partners which took place from May 31 to June 02, 2022 was to discuss joint project implementation, but also to take part in the job shadowing activities and analysis of good practices in VET promotion of the Technical School Karlovac as the Regional Centre of Competence in the sectors of computing, electrical/electronic and mechanical engineering. Additionally, the ÖSB partners were briefed about the work of the Croatian Employment Service and its expertise in the career counselling by our partners from the CES Regional Office Karlovac.
The Technical School Karlovac has become one of the 25 Regional Centres of Competence in vocational education and training and is now implementing 4 major EU projects for modernization of vocational education – from equipping premises and state-of-art laboratories, to modernized curricula that includes more practical focus and networking with employers. The whole concept was presented to our Austrian counterparts by the School’s Principal Ivan Janković and his associates. The RCC is a project which aims to establish the organizational and program conditions of the Regional Competence Centre and modernization of vocational education in Karlovac region. It refers to solving the problem of the vocational education system in the form of obsolete standards of occupations and qualifications, curricula, training and development programs for adults and persons with disabilities and equipment. The project covers three target groups: educational workers in vocational education institutions, pupil enrolled in them, and adult students. The second good practice example in the work with students and youth is the work of the only state institution that works directly with senior students, unemployed people and employers as a network in the job market in Croatia, especially in career guidance in Croatia. The concept was presented by the CES Regional Office Karlovac Head Ivana Mehle, and her associates. The CES Centre for career counselling is set in Centres for Information and Career Counselling (CISOK). The CES provides services regarding individual career guidance, counselling for students (primary school and secondary school), faculty students, and the unemployed. With the increasing amount of elementary school pupils with disabilities, major health problems or learning disabilities, the CES counsellors have multidisciplinary teams to help provide an opinion for students enrolling in the first grade of high school by a special criterion (prescribed by the Ministry of Science and Education). CISOK centres are designed to provide service regarding a lifelong career guidance to all interested groups of citizens. They organize workshops, seminars, lectures and presentations as well as distribute international material and brochures on education, employment and labour market. They also offer accessing interactive questionnaires in these Centres, with assistance of counsellors: e-Guidance web portal and CISOK guidance web portal.
As for career counselling for the university students, for the past several years career guidance centres have been set up at most of the faculties. The goal is to assist faculty students when it comes to strengthening competencies for career management and to ease the transition from the current educational level towards further training, internship or employment. There is also Euroguidance – which was set up as part of the Agency for Mobility and EU Programmes. The centre provides current information and good practice in the area of career guidance, and encourages career guidance experts’ cooperation and mobility on both national and European levels.
